Diocese of Orange Statement on Michael Harris Settlement

    Recently, the Diocese of Orange reached a $3.5 million settlement with an individual allegedly harmed by Michael Harris—a former priest of the Diocese of Orange who was laicized in 2003. The plaintiff, John Doe OG 1003, alleged that he was sexually abused by Harris one time in 1978 at Mater Dei High School when Harris was Mater Dei’s vice principal.  The Diocese vigorously defended this decades-old claim and was prepared to take it to trial.  However, all parties—the plaintiff, the Diocese’s insurers, and the Diocese—agreed that a pre-trial settlement was most beneficial to everyone involved.  The Diocese’s insurers funded the settlement entirely, and we are grateful for their participation.

    In all claims alleging child sexual abuse, the Diocese is committed to seeking justice, fostering healing and providing unwavering support to survivors. The Diocese of Orange deeply regrets the harm caused any and all incidents of abuse.  The events alleged in this case occurred more than four decades ago; we recognize that such events have lasting impacts, and we are committed to ensuring the Diocese of today is safe for all.

    Today and always, we remain focused on offering resources for healing and support to those affected.  We reaffirm our steadfast commitment to safeguarding children and vulnerable adults, standing in solidarity with survivors and their families.  By acknowledging the past and taking responsibility, we continue our work to prevent such harm from ever occurring again.

    Diocese of Orange’s Commitment to a Safe Environment

    More than two decades ago, the diocese established a comprehensive, landmark safe-environment system under its Office of Child and Youth Protection. All clergy, employees and volunteers are required to undergo fingerprinting, comprehensive background checks and recurring safe-environment training. Diocesan schools, parish religious education classes and diocesan centers also prioritize safe-environment education for children.

    Other diocesan policies and protocols include: 

    ·      The diocese cooperates with law enforcement and other relevant agencies in responding to any reports of childhood sexual abuse. 
    ·      There is an independent oversight review board, which includes former law enforcement investigators, to examine claims of sexual misconduct on the part of church personnel or volunteers. 
    ·      Pamphlets outlining our policies are available in the vestibules of our churches, in the offices of diocesan schools and at religious education programs.
