Mr. Dale Brown – Retired, Deputy Chief, Long Beach Police Department

Retired from the Long Beach Police Department as a Deputy Chief in 2002 after 37 years of service. His career included assignments in Uniform Patrol, Jail, Motorcycle Patrol, Detectives, SWAT, Internal Affairs, and Training at the Police Academy. He has two master’s degrees and graduated from the F.B.I. National Academy. Mr. Brown has been a member of Ss. Simon and Jude Catholic Church since 1971 and volunteers as an usher, Eucharistic minister and active member of the Men’s Bible Study Group.

Mr. James T. Burns, Chairperson

Graduated from California State University at Long Beach with a degree in Criminal Justice. He served in the U.S. Marine Corps and later as a Special Agent with the Naval Criminal Investigative Service (NCIS.) He then was appointed as a Special Agent with the Federal Bureau of Investigation (FBI) for 25 years. Upon retirement he formed an investigative consultancy which for 17 years provided investigative expertise to Roman Catholic Archdioceses, large school districts and private corporations. Mr. Burns, a practicing Catholic, has been appointed as a Canonical Investigator on numerous clergy child abuse allegations and other misconduct inquires. He was chairperson of the oversite review board for the western province of a major men’s religions order and has been a member of the Diocese of Orange Oversite Board since 2010. He has conducted procedural audits in several Roman Catholic Dioceses across the United States to ensure compliance with the U.S. Conference of Catholic Bishop (USCCB) Charter for the Protection of Children and Youth. Mr. Burns has been involved in the abuse issue in several different capacities continuously since 2003.

Mr. Jack Conklin, Retired, Police Chief, Brea Police Department

A product of a twelve-year Catholic school education, Mr. Conklin spent thirty-three years serving Orange County as
a law enforcement professional, thirty of those as a member of the Brea Police Department. His experience as a
School Resource Officer and Field Training Officer provided him with the opportunity to positively influence young,
impressionable people and model behavior rooted in integrity, compassion, and empathy. As the department’s
Professional Standards Unit supervisor, he strived to create an environment of transparency and consistency in the
internal affairs investigation and disciplinary process. Additionally, as the Chief of Police, he led the department’s
response during emergencies including significant crime investigations, civil unrest and natural disasters which helped
ensure the safety of the local community. Mr. Conklin believes this experience, coupled with the three years he spent
as a Dean of Students and his current position as the Executive Director of School Safety at area Catholic high
schools will serve him well as a member of the Oversight Review Board. Mr. Conklin holds a Master of Science
Degree in Emergency Services Administration and Bachelor of Science Degree in Occupational Studies from
California State University, Long Beach. Mr. Conklin is a parishioner of Holy Trinity Church in Ladera Ranch.

Nancy Leonard – Private Homeschool Tutor

Nancy Leonard’s education includes a Masters in Public Administration from Cal State Fullerton and a California Multiple Subject Teaching Credential through the education programs at Cal StateTEACH and UCLA. Nancy has dual careers in both Public Administration and education. She has held staff and administrative positions in Human Resources at various municipalities in California including the Cities of Orange and Cypress. Nancy also worked as an independent consultant to cities and special districts investigating allegations of sexual harassment and age and sex discrimination. Nancy’s most recent work includes a volunteer position tutoring second language learner at The Wooden Floor (2012-2016) and providing home school curriculum instruction and tutoring to elementary school students including those with special needs.

Frank O’Donnell – Retired, US Secret Service

Frank O’Donnell joined the Oversight Review Board in 2022. Previously he was head of Corporate Security for Warner Bros. in Burbank, CA. where he oversaw a large Security Department, Fire Department, medical staff and Office of Investigations. He worked regularly with federal, state and local law enforcement authorities. He has extensive domestic and international travel experience in support of WB studios and productions. Prior to this he served in the US Secret Service mostly in Washington, DC and finished his career as head of the Los Angeles Office where he was responsible for the security and safety of the President, Vice President, former Presidents and visiting heads of state. The office also conducted complex financial investigations. He has a MS degree in Criminal Justice and a BA degree in Political Science. He also served on the board of Goodwill of SoCal where he chaired two committees.

Ms. Darlyne R. Pettinicchio – Retired Division Director for Orange County Probation Department

Ms. Pettinicchio, who began to serve this Board as an expert consultant since 2003 and later an acting member of this Board, is a retired veteran of the Orange County Probation Department after a long career. During her career with the Probation Department, she has served on many assignments in both the Juvenile and Adult Divisions. Ms. Pettinicchio is a co-founder and trainer for the “Back in Control Parenting Program” for parents, juvenile institutions and schools. She has been a national expert consultant on Youth Subcultures and gang activity and K-9 Narcotic Detection while serving as the department’s first Canine Handler. During her probation career, she served four years as the Supervisor of the Adult Sex Offender unit and was instrumental in developing the departments Adult Sex Offender Program. After being promoted to Division Director she was assigned to the Juvenile Court Services Division for three years, before being assigned to the Special Services Division as the Division Director to provide oversight of the Adult Sex Offender Unit for three additional years. Her probation career ended as the Division Director of the Youth Leadership Academy, a transitional program for high-risk juvenile offenders designated by the Orange County Grand Jury to be one of the most effective programs that they had assessed. She was also a part time instructor of Criminal Justice for Santa Ana College for over six years. Prior to retiring she was instrumental in implementing a Chaplain for Probation Staff Program for the Orange County Probation Department and continued to oversee program as a Volunteer Probation Officer for the Orange County Probation Department after shere tired in March of 2011 until October of 2011. She began a second career as a Bureau Chief in Southern California and provides oversight of high-risk sex offenders returning to the community from prison commitments. Ms. Pettinicchio is a practicing Catholic and a member of St. Mary’s Church in Fullerton where she serves as an Extraordinary Eucharistic Minister at Mass and to the sick.

Hue Pham, D.Ed. – Retired, Professional Counselor

Graduated in 1979 with a Doctorate Degree in Education from the University of Houston, in Houston, Texas in Education Counseling. She worked most of her life in the counseling field, especially career development and academic counseling.

Dr. Pham is now retired after 35 years as a professional counselor and Dean of Counseling Division at Orange Coast College, Costa Mesa, California. In addition to her professional counseling, Dr. Pham has volunteered in many public and church services. She taught catechism for the Vietnamese Catholic students at St. John the Baptist Church in Costa Mesa. She was a regular instructor for the Catholic Marriage Preparation class at the Vietnamese Catholic Center for over 15 years. She also conducted many bi-lingual (English and Vietnamese) workshops and lectures for Vietnamese parents and students on the Education Systems in America, Parenting Skills, and College Preparations for students. She has hosted as well as been a guest on many Vietnamese television and radio programs such as Little Saigon Radio, Hon Viet TV, Radio Bolsa to lead a discussion on topics such as educational, social and cultural differences in this society, or how to assist and support parents with disabled children. At present time, Dr. Pham has a weekly program on Little Saigon Radio and Hon Viet TV, named: “A JOURNEY FROM SCHOOL TO LIFE.” She believes that learning never stops, as far as we still LIVE … school may end, but learning is still going to be with us every day of our life.

Gina Rondinelli Ross, Ph.D. – Licensed Clinical Psychologist

Dr. Rondinelli received her BA in Clinical Psychology from UC Irvine, a Masters in Clinical Psychology from Pepperdine University and her PhD in Clinical Psychology from Alliant University. Her academic focus was psychoanalytic theory, attachment and human sexuality. Dr. Rondinelli specializes in trauma, sexual offending, couples therapy, and a broad range of addictions, including sexual addiction and cyber addiction. She provided evaluation, relapse prevention therapy and risk assessment to registered sex offenders for 10 years, and has worked extensively with at risk youth, marginalized and underserved populations and criminal offenders. Currently, Dr. Rondinelli has a private practice in Mission Viejo, CA. where she treats adults, couples, and adolescents transitioning to adulthood. She also volunteers her time to the Church by offering counseling and psychotherapy to parishioners who are struggling with mental health, grief and relationship issues.

Kathleen Schinhofen, D.Min.; M.A.

Life-long Educator and Formator in Catholic schools, universities, seminaries, dioceses and ministry institutes. Over forty years as a process and conflict facilitator in Catholic and ecumenical settings locally, nationally, internationally; intercultural experience in five settings.

Intervention and support for church entities, parishioners and individuals who have suffered events of pedophilia, embezzlement, leadership break-down and situations of violence. Pastoral counseling and spiritual direction especially for persons in religious and civic leadership positions. Training in conflict resolution and PTSD support for persons in public service.

Currently, a member of the Administration Team and Pastoral Care Associate for Regina Residence, home to senior Sisters from six Congregations, sponsored by the Sisters of St. Joseph of Orange.

Education: B.A. History, Elementary, Secondary and Community Colleges Credentials; Master of Ministry
and Doctor of Ministry in Pastoral Counseling.

Rev. Joseph Thuong Tran

Born in Saigon, Vietnam, on May 28, 1973. He began his spiritual calling as an altar server at an early age. Along with millions of Vietnamese refugees, his father left Vietnam and arrived in the United States in 1975. Ten years later, Rev. Joseph and his mother and sisters reunited with his father in the United States. He attended Divine Word high school seminary school in East Troy, Wisconsin then Divine Word College in Epworth, Iowa. He began to study for the diocese of Orange in 1996 at Saint John Seminary College and graduated in 2000. He was sent by Bishop Tod Brown to Mount Angel Seminary for theology and completed his priesthood education at Mount Angel Seminary, Oregon in 2005. Rev. Joseph was ordained on June 11, 2005, and has served at parishes for St. Norbert, Holy Family Cathedral, St. Callistus (now Christ Cathedral), and St. Polycarp and now Holy Spirit in Fountain Valley. He became pastor of Holy Spirit Parish in 2019.

Diane Gomez-Valenzuela, L.C.S.W.

Has been a Licensed Clinical Social Worker in the state of California for more than thirty years and has many years’ experience in the field of Human Services. Her experience has spanned both public and private agencies as she focused on providing services to children and families. Some areas of expertise include child abuse and neglect, childhood illness and developmental delay.

Ms. Gomez-Valenzuela also spent many years working with child and adult victims of crime. This included addressing the impact of such violence and other childhood trauma on the individual and the family members. She is retired from the Superior Court of Orange County where she conducted mediations and investigations.

Ms. Gomez-Valenzuela was also the original Assistance Ministry Coordinator for the Diocese of Orange. In that position she helped to develop protocol for assisting victims as well as provided direct services to the victims and their families.

Ms. Gomez-Valenzuela is a parishioner at St. Joseph’s parish in Placentia.
